Apply one or two of the policy making theories we have studied to analyse why this change occurred (eg policy cycle, incrementalism, punctuated equilibrium, multiple streams approach, advocacy coalition framework, discourse coalition approach etc). If you use one theory, how effectively does the theory explain what happened? If you use two theories, which is more effective in explaining what happened?
