Have EMNEs changed the nature of the global economy?

Answers must show that the student is aware that many of these EMNEs are fully or partially state owned. PLEASE give a few specific examples of such EMNEs.
The answer must engage with the ongoing scholarly and political debates about whether EMNEs that are owned by non-democratic state have a net competitive advantage over MNEs are based in the OECD countries and which are expected to earn a profit for their shareholders.
